Why can't I publish?

Hello,

I can't publish my games, I have provisioning and all that shiz-niz, but it says the "Server is experiencing problems" or something like that.

It's my other alternative to testing my app as the new GS Viewer crashes when I try to start it. Anyone know that as well?

    Gendai Games needs to fix this, I have told my friends it's coming soon! I was pestered all day at school. :D
