then go down to the shape tool (will probably be a rectangle if you haven't changed it), click it and choose elipse. Then draw the circle, hold down shift if you want a regular circle.
No offense but if you are at this level with it I would take some serious time out with complete beginners photoshop tutorial videos (search google). Otherwise it's gonna be a new thread every 2 minutes for every single thing you want to do.

Your file will be transparent if you see the checkerboard pattern.
Select the Circle Marquee tool. Hold Shift and click and drag to get a perfect circle of the desired size. Fill the circle with a color.
The areas around the circle should still be the checkerboard pattern letting you know it will be transparent. Save as a png, import to GS.
