Publishing - Your Account Does not have the correct Permissions

Helloo,
I just got me certificate and provisioning stuff and before I did that I was able to click on publish and fill everything in, until I got to the 'provisioning certificate'. So I went and followed all the tutorials and all and now when I click on publish it says: 'your account does not have the correct permissions'. Is there any specific problem I did or do I need to start over again?

    it's asked 3-4 times a week. :)

    nobody ever searches anymore :( they all expect instant answers.
