camera follows swipe

hey guys,
i have a question: i am trying to let the camera follows a swipe (so if you swipe hard it will folow to the other side of the map, if you tap the camera will stop, if you swipe and hold you're finger still on the screen the camera will also stop) is this possible??? (and if how would you do that?:P)
