Dragable Weapons that effect actor?

hello
i am trying to have a scene that will act as a shop window, and if you were to move armor from the shop window to your inventory it will give said granted ability.

so how do i get a weapon to give an ability to an actor when weapon is in a specific place

any help is appreciated fully

    i actually have the drag down but is there a way for it to be restricted there after i place it like a snap to grid effect?

    i also got it to work by draggingit over another layer... however i also need it to save the postition of certain weapons
