Whats up with RI?

Did something change and i missed it? Before .9.7.1, i could have Resolution Independent checked and had no problems. Now, instead of scaling the image down, it like crops it. So, my 96 pixel, becomes 48 pixels, but the image is not smaller, its like it cropped it. i can't find anyway around it. Any ideas?

    go into the graphics panel inside the actor and make sure horizontal and vertical wrap are set to stretch
