Why is it so hard to Rename Layers?

I'm trying to rename my layers; I don't want the to read "Layer 1" and "Background". But I really have no idea how to rename them.

    Double click it, near the front of the text.

    That should let you rename it.

    You can also just highlight the one you want to rename and just hit enter that works best for me.
