Making Apps in foreign countries?

Hello all,
I've been wanting to put my apps in countries other than the U.S., but just to be safe, I've decided to post on the forums.
Do I need to sign a tax form with all of the other countries I want to post my apps on? In the Contracts, Tax, and Banking section in iTunes Connect, there is only U.S., Australia, and Canada Tax Forms.
