iOS Dev Program

Hi,
To publish apps for iPhone on the app store I need an iOS dev account, however I don't have a Mac computer - can I still open a iOS dev account from my PC with having a Mac?

If so, would I be able to create games on GameSalad for iPhone & publish on appstore without a mac?

    NO you'll need a mac to be able to submit your game to Apple. GameSalad also only works on Mac's.
