Making Actors Glow

I am after the help to make my Actor look like its glowing (for a few seconds) either using code or Particles if anyone can help please. So the edge of it glows or stands out.

    Instead of using code or particles it seems like a quick way would be to make an alternate image for the actor with the glow added in photoshop (or whatever application you use) and just swap the images as needed.
