Inkscape- Drawing Over an Actor

Ok, so basically, I want it so that I have a little glare, but the problem is, some of it I want to go off of the actor, and with that, it isn't how I want it to be because the object's glare only should be on the actual object, not on the BG. I know I am able to use vector and try to get it so that the points line up, but I feel like there is a better way. Help?

    Can you place the glare actor over the light source, use vector to angle it toward the main actor, then use magnitude to adjust the alpha and glare length as the main actor nears it/moves away?

    Just spit ballin'. Never really tried it.

    Sorry, I meant if I am drawing in Inkscape and lets say I just want maybe an Eyeball on a circle like object. Since it is "3-D" some of the EyeBall shouldn't be invisible. Hope this cleared it.
