How sounds are intended to operate

Can someone with the relevant experience explain how sounds work. Am I correct in thinking that if a sound starts playing before the sound before it has finished, it interrupts the earlier sound. Is there a way to avoid this behaviour and have the sounds mix and play overlapping one another?

    If you click "run to completion" the sounds should play through. If not, you can use sound effect files in a music behavior, if you select it for that format, and alternate between music and sound. But off the top of my head, just clicking "run to completion" should have the sounds play through.
