    I can do it, but I really don't like this top view type of animation/ilustration, you can't see nothing then the head top.

    Looks like a lo-poly rendered 3d animation, Ask @dhondon he can do this kind of stuff

    You need to consider that you are not just paying the artist/animator the time to animate but also the time to create the graphic assets to be used in that animation. Whoever jumps on this, keep that in mind. Detail levels are another topic.
