how copy rules or groups between actors

in Working with GS (PC)
there doesnt seem to be a way to copy a rule or a group between actors? i can highlight either and can select edit>copy but then i select the other actor, paste is an available option, but i click it and nothing happens. i cant drag the rule/group over to the other actor either.
am i missing something obvious?

    Hold alt and click on the actor/group and move it

    You can also create custom behaviors. Select which rules/groups you'd like and drag them into your behavior list. Then, it should add those rules/groups to a new group in the "Custom" section in the list of behaviors. When you need them again, just drag and drop like a normal behavior.

    Hi Gruffdude, on a PC, it's possibly *ctrl* to drag&copy...
