Need Some Background Help!

Hey does anybody know how to do this background effect or what it is called?

    Set 1 layer to be non-scrollable - Insert bottom background which fills the screen size.
    Set 2nd layer to be scrollable - Here you build the level, obstacles, walls etc.
    Your character is on the scrollable layer and has a control camera behaviour

    For some reason the background overlaps everything no matter where I adjust the layering too.
