Change Scene behavior refuses to work on random scenes (HELP GREATLY NEEDED)

I have a simple change scenes arrow that refuses to work. The scenes are instructions and the player just gets stuck on one scene because the arrow refuses to work. I have deleted the scene and readded everything several times- the actor refuses to work. I think it is absurd because the arrow is reverted to a prototype that works on all the other scenes. It just gets stuck on this scene... any ideas?

I posted my app and the Instructions now how a glitch on them. If anyone wants to download and see... it's an iPad app called
"The Calorie Gallery." Help would be appreciated! Thanks

Click on the Instructions... The scene freezes after a few scenes

Either post a screenshot of the rules for the relevant actors or send me a link to download your project file. Just describing the problem doesn't give enough details.
