gamesalad on windows ... would you still be able to build iphone game ?

hello all
i am using gamesalad on windows, i thought i can complete my game that upload the source code on any friend's mac to build it for iphone, but i found some people discussing that i wont be able to open the project that has been created on windows on a mac pc, is that true ?

    You only need the Mac for publishing. You can actually upload your project to the portal and then use a Mac to download the generated app and sign it.

    could you please explain more ? how could i upload my app to the portal ? (which portal actually ?)
