this is straining my brain...when i place layers and lock items to it it always sits behind

when i try to make a new layer and lock items to it , as seen on many videos. My actors always sit behind the background and so never show up on when i run the program.
I have tried bringing to front , sending to back , comparing with another program but still it doesnt work.
I am trying to lock a control scheme to the layer so when the game scrolls the controls stay visible and usable.
Please can anyone help me on this , as its 'doing my nut ' :)

    did you try this?
    click on the actor In the actual scene, then right click the actor and click ether "sent to front", "send to back", "send forward", or "send backward". hope this helps

    I have one more option. lets say you have 3 layers "red", "green", and "blue". And you have 3 actors "red", "green", and "blue". you put the actors in the right layers, and if you wanted the green actor to be on top of the rest of the actors, just go into backgrounds and drag the "green" background on top of the red background (on the very top of all layers) hope this helped

    you know you have to move the new layer to the top of the list if you want it to be in the front of the scene right?
