I wanna make app games for android and ipad. Do i get charged to sell it from here or using the program? i know if i put the game on google play 30% is automatically deducted from purchase.

And no, GS will not charge you anything unless you want to Pro features, but Apple and Google will charge their fees to add your game to the App stores plus the sale fee which are 30%.
You need to pay APPLE $99 a year to release your apps to the app store. I think you need to pay about a one time fee of $30 to release your apps to the google play store.
Gamesalad will not deduct any money from the sales of your apps but note that you need a pro membership, which is $299 a year to publish to the play store and unlock iAP and iAds and other cool features not found in the free membership!
P.S. they will validate this data before completing the order. But it shouldn't be too much of a hassle, especially if you're signing up to Studica with your Facebook account (took me 10-15min verification period).
