Universal Vs Two apps

Hello all,

Been a month since designing for a project as been going on, the hardest part is insuring that it can be universal.
If it wasn't for the iPhone 5 I wouldn't be so lost, but any tips on how to or what was useful or what you would do
First now you know what to do.

Ipad is the main focus, so it's built for that as a first pority.

What screen size do you allocate to cover all sizes, example of a situation I am stuck with is a menu, where settings and credits would
Be on the same scene. How would you go with camera movement ect.

Or it it easier to just make two apps, HD and iPhone?

    I make two apps for games that making it universal doesn't work so well. Plus with iPhone you need to be under the 50mb limit and I prefer not to limit my iPad apps to 50.

    @FryingBaconStudios, you are amazing! I did not even know the 50mb limit on the IPhone, but that does make great sense...
