To answer your first question, yes it works outside of the U.S. I'm using it in the UK, however the online reports are all in dollars and I can't see a way of changing it. I don't know about Ireland but I don't see why not.
I saw a post on the Apple.ie site made in 2010 while Googling that said that it was being rolled out to Europe soon (end of 2010).
Thanks for responding. Apparently, it now works in UK, France, Germany, Spain, Italy and Japan, I just wasn't sure if they included Ireland in UK. Guess I'll just have to try it and find out!
Also works in other parts of Asia. I've seen them work in the Philippines, Singapore, and South Korea. The ads were local.
Edit: I inquired about this to Apple August 2012 I'll share with you their reply (do note that by end of 2012, it was already live in my country) --
