Legal for minors to develop for Amazon, Tizen, Google Play?

Am I correct that Apple is currently the only one to allow minors to develop for their app store? I wanted to sign up for Tizen as well as Amazon, but in the terms and conditions for Tizen, it states "You may not Use the Services if You are a (a) person who is not of legal age to form a binding contract with Samsung". I am 16. The terms for Amazon included this also, and I'm not sure about Google Play. Do minors just sign up anyway? Is this actually enforced? Isn't it odd that Apple allows anybody 13 and older but the other companies don't?

    Apple does not. Use your parents name.

    You need to have your parents set it up under their name. They will need to link it to a bank account. Legal contracts with minors are tough to enforce which is why Apple doesn't allow minors to sell on the store.

    Oh, right. I guess I was thinking of this part of the Apple agreement where it mentioned 13 "if you are the parent or legal guardian of individuals between the ages of 13 and the legal age of majority in the jurisdiction in which you reside, you may allow such individuals to share your Apple ID and password for their use solely under your supervision and only in accordance with this Agreement". Silly me. I suppose its the same case for the other stores...? They don't seem to include anything like that in their agreements.

    Yeah, if you sign up and hope for the best, you will be greatly disappointed. I'd use your parents name/account for everything right now, and patiently wait until you are 18. Trust me, it'll come around quicker than you think!

    Wait well I have a debit card and everything and well my parents don't use itunes. So they wouldn't use an apple dev account so what can I do?
    I'm 16 and really want my app up. Should I just maybe just ask mum for her details like I put her name and everything but then put in my debit card info? Would that work? @SlickZero

    make sure the legal entity is in your moms name

    You need a savings or checking account for apple. Make sure you tell your parents what you are doing as they are responsible legally when you agree to the Apple terms of service. This is serious legal and business stuff.
