Sure. Build you a set of actors...like a small window. Put all your rules and attributes in there just like you would a second scene....just make all of the spawn when you click a "pause" actor that not only pauses game...but functions just like any other scene. Be sure to put all of these "to the front" in your layers. I tried this myself once...didnt like it so well...so i stick to change scene when pause but certainly able.

@mrcameron999 The Pause Game behavior requires that you select a different scene but that doesn't mean that you have to have a scene that completely hides the existing scene.
What you can do is to set up a pause scene that leaves quite a bit of room around the edges for the existing scene to show through:
