I've actually seen a demo of a video scene broken down into image frames and played using the animate behavior before but man it made the file size huge and the load time was pretty ruff too.

There are a number of tricks you can do to mitigate large file sizes and load time issues, for example the video frames could be half size (1/4th resolution) and then scaled up, you can also isolate just the moving part of the frame (where applicable) and leave the rest as a still if you have locked off footage . . . and so on, like I say it's always going to be a compromise and a lot more work that simply inserting a video, but it can work in some scenarios.
I personally think GameSalad will do this when they add animation support.
