How do I publish an app to ios app store on windows? Is it free?

    You have to have a Mac to publish to the iOS App Store, it's an Apple requirement not Gamesalad.

    Some people use http://www.macincloud.com/ I think, but I have no experience with it.

    To publish to the iOS App Store you'll need to be a Certified Apple Developer and Apple charges $99 per year for that.
