Need help with Game Idea

I'm building a game for my 3 year old nephew. It's a dinosaur shooting game where the dinos will walk across the screen and you'll click on them to "shoot" them and they'll drop gun upgrades and ammo.

But... I'm having a problem figuring out how to determine what should designate a "level". Should it be time based? Ammo based?

I don't really play these type of games, so I'm not entirely sure the best way to differentiate the levels.

Any ideas?

    I would do quantity base like you have to kill 10 dinosaur to pass level 1, 15 at level 2 and so on. And when the level getting higher, the dinosaur would move faster or something like that.

    Thanks @AlkaPP - that's similiar to something I had in mind, but how does the game end? No more ammo? Time limit? Or... do I have say... 15 dinosaurs at level one and they have to get 10 of them to advance or they fail the level?

    @ookami007 I think you can either use timer like you have on mind (shoot 10 Dino in 5 seconds) or let's say Dino start from point A and he will have to shoot them all before any of them reach point B, etc.

    Thanks @AlkaPP, I decided to have the dinos go from the right to the left... there are 3 bad dinos and 2 good dinos.... if the bad ones make it to the left, they "eat" one of your lives.... if you shoot a good dinosaur, you lose one of your lives. When you lose all 3 lives, game over.
