Is there a custom plan for one whole payment?

in iPhone and Android Publishing

I'm just asking about the license to publish since I don't have money yet, though.
Are there other ideas that can help me get my apk file? (I don't have the budget yet to publish it on android)

    Enter your game into the currently running Game Jam competition. This will get you a free month of Pro status. Once you have that, you can publish to Android. As long as you do it within that month (likely to be mid-December to mid-January).
