I have no issue playing ogg files on my computer, and I have tried exchanging sound files of the template i'm working on, some worked others refused to change and some other ones went silent.
I think gamesalad has some serious bugs when it comes to sound.

No I mean, can you get GameSalad to play a sample .ogg file, one that you know works properly?
Maybe there were corruption issues in converting your mp3 from that site you mentioned?

I used an online converter to convert it from mp3 to ogg 128kbps
It doesn't work when i click the preview button
As far as I know, .ogg files should work.
Maybe try playing this sample file and see if you get sound?

the files play on gamesalad in the library menu, except on preview they don't
