publishing to app store

I'm creating a free app with in app purchases, and will be getting the PRO version of Gamesalad. Does that mean I need to pay the $99 to apple in order to be a developer and publish my app on the app store? is there a free version of developer with apple?

    Yes. You need to pay $99 to Apple to open your developer account. There´s no free version of it.
