    The Game Designer is responsible for the conceptional creation of the game.
    The Game Developer programs the game.
    The Game Artist creates the required game graphics.

    If you have the high level idea and finical founds you are the publisher or CEO of your company.

    So you will have to pay someone for all 3 professions above.
    You are NOT just searching a Game Designer.
    You are also searching a Game Developer.
    You are also searching a Game Artist.
