Can not get the control camera function to work

in Working with GS (PC)

I have tried making my scene larger, making the camera tracking area smaller, starting my main actor in different locations, checked to see if I had multiple camera control rules running. I am still fairly new to this but I think I need some help figuring this one out. I even went through every rule I have to look for any broken rules but they all seem to be fine. Any ideas what the heck I'm doing wrong?

    Make sure your actor is on a scrollable later. That's one common cause for it not to work.
