How do you use the layer tool to setup game controls that track the game board as it moves?

I'm trying to set up some game control buttons that are on a separate layer so that the game controls track with the players movements around a large game scene. Its a "endless runner" type game. Thanks in advance,

    Uncheck scrollable in layers
