Changing Desc. and Binary "in review"

Hi,
I just purchased GS a few days a ago, and now, I'm curious if I can submit my "app" already whitout the "app" itself as I read somewhere that you can chose to "submit your app later" or binary later. Now I'm wondering how long max. before you must upload a binary and is the app than "in review" process although no binary is available.
Also, is it possible to change the desc. and icon images (the big one, 512px) while your app is "in review".

    you can submit your app without a binary. you app will say in a 'waiting for upload' stage indefinatly. Only when you submit the actual binary will it enter the review stage.

    it's possible to change the images and description at anytime.

    Hey, is also possible to change the url "in review". I'm just asking to be certainly sure ;)
    Also, does anybody know a place where I can make a good-looking website fast ?
