Game Salad Testing app

There should be a game salad app that lets you log in and play the games you upload on the iphone so you do not need the 99$ app development permit from apple. is that possible?

    If you are testing an app on an idevice, aren't you testing it so you can submit it to the appstore? In other words, wont you need the apple dev account soon enough?
