Help making a Spinning Wheel, like wheel of fortune

Hi all, trying to make a spinning wheel for a game show kind of app. What I have is a circular wheel with numbers on it, I want to be able to slide your finger to spin the wheel clockwise or counter clockwise and let it spin till it slows down and finally stops. I would also like the option to put ure figure on the wheel and make it stop instantly.
Can this be done? Any help would be greatly appreciated!
