Can Promotional codes be used before the App is Available?

Reading the email sent bu apple, after requesting promotional codes, I realized that, We do'nt need to wait for its approval, before showing the game to other people. Thats what I think:

Attached is the promotional code contract you agreed to on iTunes Connect.

Promotional codes provide free downloads of your application, and can be used before the application is available for sale on the App Store.

You are given 50 codes for each version of an application. They are for non-commercial use and will expire four weeks after they are requested.

Promotional codes must be requested and downloaded from iTunes Connect.

If you have any questions, click Contact Us in iTunes Connect.

    Yes, you can use them before a game is officially released.
