What is the best arting and design software for making actors and obstacles for iOS games?

Inkscape is free (open source). I've used it for everything so far. You could also try Pixelmater.

I don't do most of my art since I have a graphic artist, but when I do my own art, I use photoshop and Irfanview for Windows, which is FREE by the way. Of course, those are what I use for static images. For animations, I use ToonBoom Studio 4.

I use Pixlr. It's online, free, and just as good as those expensive adobe programs without the huge processor drain.
