Constrain Actor Based on Rotation, Need Help

I am using the Official Cross Platform template, Robot The Cop specifically. I have changed the character into a Wizard and I want to create a Cone of Cold type spell that appears in front the the wizard for about 1.5 seconds. What I need to achieve now is constraining the position of the Cone of Cold to the Wizards rotation, so that the spell stays in front of him while its active. I'm not sure how to do this exactly, I'm guessing it involves vectorToAngle and possibly magnitude, but I just dont know how to get it set up.
