If you want one actors Y to follow another Actor Y you can do it in two ways
First way: Create a game attribute and use constraint to actor1 Y and then in actor2 use constraint again to constrain actor2 Y to the game attribute you created.
2nd way: double click on the one actor to make it an instance of the original actor and then you can access it's Y position from the other actor.

Hope that helped

The problem is now that when I assign the Y position of the ball to the variable 'ballY' (and then to the other actor) is that the ball now seems to get a fixed Y position.
