Just give me the ability to manipulate an actor to go in between layers and I will be forever grateful.

To change an actor's position in a layer group: Select it in the screen area of the Editor, then go to the GS Menu > Layout; there you'll see different options for moving it in it's layer group.
To change the layer group of an actor:
In the Inspector, click on Scene, then Layers. Here you can drag actor within its group (folder) to do the same thing as above, or if you make another Layer Group (by clicking the + sign); you can easily drag the actor from one group layer to another. And again, reorder them by dragging them where you want.
There is a way. Whenever you want the actor to change layers, tell it to spawn itself and then destroy itself. Where you spawn, you can adjust the layering of that!
