Switch to next Scene?

I have one problem left at my project, my first simple project. I want to change the scene when my character collected all 3 stars. Like another scene with Congratulation or something like that. But how do I link all 3 stars together??

But this is also a rule at the actor or:

when the player collides with a star

change game.starts to game.stars+1

?

Because I added al you said in the character/actor but nothing happens /

If I wan to add a Timer,

just add Timer to my rule where saying Change Scene or?
