Spawning question

I used the snow particle theme to spawn an actor in different ways ..
I want actors to fly from top to bottom. The problem is that sometimes there come many actors (I set a limit of 50) then there is much time left and then only one actor comes and so on...

Is there a way to make for example more actors coming in constant time values...to make it look more constant...
