Create a rotatable actor

Is there a way to create an actor that is like a brick and when other objects collide into it the brick rotates and turns like a seesaw, but doesn't change location. I've tried constraining the actor to the original location and it worked except that other actors would collide against it and go underneath or through the actor. Help please.

    For starters turn on 'Fixed Rotation' in the physics properties for the actor.

    Turning on fixed rotation just made the problem worse. I want the brick to be rotatable when colliding. Now it won't rotate the actors just fly right through the actor get stuck in a bouncing loop between the rotatable brick and the ground.

    Try this:
    1. Turn Fixed Rotation off and turn Movable on.
    2. Add this rule to the brick:
    If overlap or collide with whichever object you wanted it to collide with, then use the rotate behavior and rotate at the speed you want.

    I don't think you understand. Imagine it like a brick thats attached to the wall with one peg and if I gave the brick a whack, it would spin realistically.

    Only option is to Constrain the x and y values
