Constrain Collision & Dragging (Video Included)

Hello,

I am facing problem in collision After I dragging green box with constrain orange line.
I put yellow actor collision with green box and not apply collision with orange line. Once yellow actor moving up its collide with green one I want to pass from orange part. What to do for that? Please help me out.
