Constrain actors in an area?

So I've hit a road block with this one. Here's the skinny.

I have two joy sticks, one controls the actors' rotation and movement direction (rotate the actors in the direction they are traveling). Simple enough.

The other joystick is where it gets tricky. I want a group of actors, controlled by joy stick one, to be moved to a location in a circle depending on where the second joystick gets positioned. For example, the joy stick is pressed right, the actors all move in accordance with joystick one but stay to the right of their designated area while remaining inside it. Move it left and they all move to the left side of this area. Then, when they make contact with an actor outside this area, the new actor joins the group. Like collecting things along the way.

Any ideas on where to start? Any help at all would be very much appreciated.

    Wow! I think I just figured it out! :D

    So you make an actor for the center of the area, then the second joystick would tell the others what position, in relation to the center actor, to move to! I think this may work.

    Better yet, have 8 actors positioned around the center, then create a black hole type effect that is turned on for each actor depending on the position of joystick two, including the center for when the joystick is released! Ha! The visible actor will be drawn toward those points with a kind of drag or pull, should feel more organic that way!
