Designing An Android Game

I'm using the basic version and when I start a new game it only gives me the option for iphone/ipad platforms. I was planning on seeing how far I could get designing the game, to make sure it was feasible, before purchasing a pro-license and publishing. If I design my whole game under the iphone platform, will I be able to publish it on android? Also, is there any way to test the game on a device before publishing?

Did a bit of looking and it seems I can't publish to iOS without a mac and it seems like I can't publish to android without a pro license. Not sure what to do... It doesn't look like this will work out.

Yep, you require a a Pro License to publish an Android app and a Mac to publish an iOS (plus the $99 Apple developer license) Some people create their App's on the free GS software on either Windows or Mac before purchasing the Pro version.

I'm planning on doing that as well. I can test my android app, built on the free windows version, on my device before purchasing a Pro license, correct?
