Flicking only one actor when they overlap

I have multiple actors rolling across the screen and then I flick each one in the direction I want. I use offset collision for all my actors to make them feel more responsive when I flick them. However, sometimes my actors get all bunched together and when I try to flick one actor in the direction I want, I end up flicking both actors in that direction, which is not good. I can reduce the offset collision in the event my actors collide with one another, but I still end up flicking multiple actors in some cases. Any suggestions?
