so if you watch this video you will notice you can get an apple dev account for free but you are not able to upload apps, if you want to upload apps you have to pay $99 a year,
so my question is if i got the apple dev account "the free one" would I be able to test my game on my device through gamesalad viewer??

no, you have to pay the $99 to put anything on your device, including the viewer.

@jonmulcahy I know gamesalad cant do much about this, but dont you reckon it would be so much better if you could test your game without having a dev licence?
then when you want to publish a game you can just pay $99

but just a question is there any possible way for me to export my project into a .api file? so then i can give it to my friend and he can test it for me.

I don't think so. I think you need to pay the $99 to generate certificates needed to do an adhoc build.

A developer account allows you to sign Apps for iOS devices. This is Apple's security measure to keep malicious app for getting on a device. If you want to put apps on any Apple device you must register as a developer. This is the price for wanting to develop apps. In the scope of things $99 is cheap. Apple is not in business to facilitate hobbyists over security. Save up the money if you're serious about developing.
