joy pad stays at place while going elsewhere in map

hi all,
im busy with a game, the only problem i have left is that the joy-pad not follows the screen.. The size of the screen is bigger than the actual screen size so the character can go anywhere on the screen, when i go to to the left with the actor the joy pad sticks the screen where i placed it. it doesnt go along with the screen. how to help this?
