??google keeps suspending my account??

in iPhone and Android Publishing

hey every time i pay the $25 developer fee to submit apps to google play, about an hour later i get this email:

We were unable to verify the account information for your recent purchase with Google Wallet. As a result, your account has been temporarily suspended and your recent order has been cancelled.

iv tried for a couple of days now, but no luck. it keeps doing this to me? i dont know why. :(

    wait, i found out how to fix it, but it says this for me to verify my account??:

    Your government-issued identification cannot be expired. File size must be <10MB

    am i supposed to place my ID here of some sort?

    users under 13 cannot join
    users under 18 need parents permission, meaning you probably need to sign up under them.
